Program Manager (CORE)

Functional Responsibility: Direct and oversee the planning, execution and performance of all contractor activities associated with the contract. Serve as the primary representative of the Contractor and interface with the Government Program Management Office (PMO) regarding status of all contractor program and technical activities and all problems, issues or conflicts requiring resolution. Organize, direct and coordinate planning and execution of all program and technical support activities. Provide competent leadership and responsible program direction through successful performance of a variety of detailed, diverse elements of program management. Manage cost, schedule, and performance through the completion of tasks within estimated timeframes and budget constraints. Five (5) of those years experience shall be directly managing large ($10M a year or more) National Security Agency (NSA), other Intelligence Community or Department of Defense (DoD) sponsored task order contracts with multiple projects and contractor teams. Three (3) years experience in detailed management and oversight of a contractor or government team. Three (3) years experience shall be in conducting requirements analysis, project costing, deliverable tracking, schedule and financial data monitoring and reporting. Two (2) years experience shall be reviewing and analyzing Financial Expenditure Reports. Knowledge in the Federal Acquisition Regulations (FAR), Defense Federal Acquisition Supplement (DFARS), and DoD 5000 series regulations is a plus. Serve as key engineering person on projects for both customers and the project teams. Provide guidance and support to technical and programmatic requirements derivation. Provide senior technical guidance and leadership of engineering, analysis and development teams. Guide users and team members in formulating requirements, advise on viability of alternative approaches, and conduct and evaluate feasibility studies. Responsible for the integration of requirements, design, risk mitigation and technology of complex systems. Functional Responsibility: For the IT business domain, overall leadership, planning, process, direction, and execution oversight of IT solutions. Professional Experience: Must demonstrate proficiency in five of the following six areas: Ten (10) years work experience serving in a capacity and in an environment with tasks and scope of similar scope, complexity, and technical difficulty. Five (5) years experience identifying and resolving network communications and system software problems, and supporting users and user applications. Experience with external network communications such as NSANET. Proficiency with applicable network devices to include repeaters, bridges, routers, gateways, and hubs. Design, development, and maintenance of Web pages. Proficiency in developing and delivering program briefings, technical presentations, program documentation, technical writing and problem reporting to upper level government management. Certification and Training: Ten (10) years professional experiences and training commensurate with technology curriculums typically associated with a Bachelor's degree or equivalent.

Systems Administrator, Level 1

Functional Responsibility: Establish, manage, and execute system administration functions; including understanding of associated communications networks, systems, and software as required. Professional Experience: Must demonstrate proficiency in the following areas: Three (3) years work experience supporting computers running Microsoft Windows NT, maintaining networks, and installing and maintaining software for numerous users or systems via modern communications technology Experience identifying and resolving network communications and system software problems, and supporting users and user applications Experience in installing, loading, configuring operating system software; troubleshooting; installing the desktop; and installing Windows NT and Microsoft applications. Experience with operating system backup and restoration using the provided system tools and third party commercial products. All experience must have been obtained within the last five (5) years. Senior Software Engineer

Interpret requests for data and facts; acquire, analyze, and prepare presentations of program/project and budget data for use in program/project decision-making. Analyze funding requirements combined with execution history to develop concise descriptions of impacts and alternatives. Assist management with strategic business planning based upon departmental and congressional guidance, internal senior level direction, trends, forecasts and best practices from industry, academia and other governmental agencies, and requirements/needs generated from within. Professional Experience: Ten (10) years of demonstrated combined experience in federal government acquisition disciplines, budget, finance, accounting, analysis and execution, in progressively more responsible assignments. Five (5) years of demonstrated experience in typical program control functions for DoD acquisition programs. Five (5) years of demonstrated experience working with the DoD Planning Programming Estimating System (PPBE) process. Five (5) years of demonstrated experience in the preparation of reports that reflect programs/project status in areas of cost, schedule and performance. Five (5) years of demonstrated experience in budget planning, budget preparation and budget execution for acquisition programs. Professional Experience: One (1) year experience in a professional or academic environment. Familiarity with federal government acquisition disciplines, budget, finance, accounting, analysis and execution; the DoD Planning Programming Budget Estimating (PPBE) system; preparing reports that reflect programs/project status in areas of cost, schedule and performance; and budget planning, budget preparation and budget execution for acquisition programs is desired. One (1) year experience in the use of the Microsoft Office products EXCEL, Word, Outlook and PowerPoint. Certification and Training: A Bachelor's Degree in finance or related field from an accredited college or university. In lieu of a Bachelor's Degree, four (4) years professional experience or professional certification in DAWIA or similar discipline in the program management, acquisition management or finance related fields.

Senior Operations Research/Systems Analyst

Functional Responsibility: Participate and support at the strategic level of decision analysis to include proposing alternative solutions, selection, recommendation, and implementation of decision analysis support tools. Perform planning, forecasting, resource allocation, performance measurement, scheduling, and analysis of data. Integrate the selection of analysis tools and the results into ongoing operations. Perform statistical analyses, trade studies, and financial analyses. Professional Experience: Eight (8) years combined experience in the application of theories and principles related to operations research and decision analysis, current decision analysis support tools and able to prepare thorough and comprehensive statistical analysis reports.

Operations Research/Systems Analyst

Functional Responsibility: Participate and support at the strategic level of decision analysis to include proposing alternative solutions, selection, recommendation, and implementation of decision analysis support tools. Perform planning, forecasting, resource allocation, performance measurement, scheduling, and analysis of data. Integrate the selection of analysis tools and the results into ongoing operations. Perform statistical analyses, trade studies, and financial analyses. Professional Experience: Four (4) years combined experience in the application of theories and principles related to operations research and decision analysis, current decision analysis support tools and able to prepare thorough and comprehensive statistical analysis reports.

Configuration Management Assistant

Functional Responsibility: Provide technical and administrative direction and surveillance over the life cycle of both hardware and software configuration items. Provide for the documentation of software and hardware systems, including the maintenance of a software baseline library. Support Configuration Control functions that include maintaining relational databases, circulating Change Proposals, updating documentation, and tracking digital media. Ensure compliance with applicable DOD, Industry and NSA Configuration Management guidance, regulations, policies and best practices, taking into account the owning organization as well as the nature and complexity of the system being developed. Establishes procedures to effectively manage the functions of change control and configuration. Professional Experience: Five (5) years of demonstrated experience with Software Configuration Management automated systems and with Quality Assurance programs. At least (3) years experience with baseline audit/control techniques, and a demonstrated working knowledge of version control process and data management.

Senior Technical Writer

Functional Responsibility: Singularly create documents based on pertinent engineering drawings, technical information from pamphlets, consultations with the engineering, and other available sources. Professional Experience: Eight (8) years of combined demonstrated experience in writing descriptions of electronic equipment and systems for DOD technical documentation and writing theory and maintenance procedures on digital circuits. Four (4) years combined experience in editing and writing skills. Two (2) years experience with layout, development and production of technical documentation, and familiarity with NSA /DOD documentation standards. Technical Writer

Functional Responsibility: Singularly create original documents based on pertinent engineering drawings, technical information from pamphlets, consultations with the engineering, and other available sources. Professional Experience: Four years (4) of demonstrated combined experience in writing descriptions of electronic equipment and systems for DOD technical documentation and writing theory and maintenance procedures on digital circuits. Two (2) years of demonstrated combined experience in editing and writing skills. Two (2) years of demonstrated experience with layout, development and production of technical documentation and NSA /DOD documentation standards. Four (4) years of demonstrated combined experience in using word processing/desktop publishing, spreadsheets and graphic presentation programs.

Master Scheduler

Functional Responsibility: Assists government in designing, developing, and maintaining detailed resource-loaded schedules in MS Project and Primavera. Works with project managers to develop detailed schedules and assists the project managers in keeping those schedules current. Coordinates with program management the integration of multiple project schedules into an overall Master Program Schedule. Maintain the overall Master Program Schedule. Professional Experience: Three (3) years of demonstrated experience managing a master schedule for a complex engineering development program involving hardware and software development, multiple sub-component integration, system testing and operational test acceptance; or five (5) years of demonstrated experience managing the schedule for a single engineering project. The Master Scheduler should have at least four (4) years of demonstrated experience with MS Project, and one (1) year experience with Primavera.

Schedule Technician

Functional Responsibility: Assists government in developing and maintaining resource-loaded schedules in MS Project. Works with project personnel to maintain schedules. Professional Experience: The schedule technician should have at least one (1) year of demonstrated experience with MS Project (or Primavera) and have completed an advanced level MS Project (or Primavera) course.

Web Developer

Functional Responsibility: Design, develop, and implement web sites in HTML using JavaScript; interact with customer to collect web page requirements; make requested changes to documents; convert files from various file formats; update web pages daily; provide configuration management by maintaining network file structure and electronic documents. Professional Experience: Four (4) years of demonstrated experience in a professional or academic environment conducting web development including HTML and JavaScript plus two (2) years combined experience in any of the following: working in a networked environment; using file conversion techniques; working with Macromedia Suite graphic design tools including DreamWeaver and Fireworks; working with Adobe PhotoShop/Go Live; working with Microsoft Office Suite. Strong interpersonal skills along with excellent oral and written communication abilities desired.

Sr. Database Specialist (CORE)

Functional Responsibility: Overall technical lead in the area of Database development. Analyzes Database requirements and lead the design and development of complex database systems. Analyze database architectures, derive requirements and assess impacts of changes on overall Database systems due to impacts from modernization efforts. Professional Experience: Five (5) years experience in technical program management and/or system development team lead. Excellent knowledge of Federal, NSA, Intelligence Community and DoD Information Security regulations, publications, and policy. Demonstrated experience applying security risk assessment methodology to system development, including threat model development, vulnerability assessments, and resulting security risk analysis. Possess a solid understanding of the NSA Certification and Accreditation process (NISCAP).

Information System Security Engineer

Support information management transformation. Professional Experience: Eight (8) years of demonstrated experience with SIGINT operations as a collector, processor, analyst or reporter of SIGINT. Minimum of five (5) years of demonstrated experience in the following subject areas: SIGINT Policies, Regulations, and United States Signals Intelligence Directives USSIDs Requirements Process

Data Management Specialist

Functional Responsibility: Responsible for maintaining and updating high-volume repositories of documentation generated by multiple participants in complex, multiproject acquisition programs. Design, maintain, and enhance the taxonomy by which this material is organized. Ensure that this material is readily accessible to PMO members and respond quickly and effectively to requests for information. Professional Experience: Three (3) years of demonstrated experience in Data Management and knowledge of document management processes and software. Clear understanding of the DoD 5000 acquisition process, C4ISR/DoDAF documentation requirements, NSA record keeping and archiving processes, and system engineering is highly desirable.

Senior Contracting Policy Support Specialist

Functional Responsibility: In addition to the responsibilities detailed in the Junior Contracting Policy Specialist category, develops an action item log to record all action items and track action item closure commitments. Serves as the team lead for receipt of tasking from the Government and oversees the work of more junior policy support specialists. Professional Experience: Contracting Level III DAWIA certification or a professionally recognized contracting certification such as the National Contract Management Association's (NCMA's) Certified Federal Contracts Manager (CFCM) certification or a minimum of ten (10) years of experience in Government contracting. Demonstrated experience must include a functional knowledge of the FAR and DFARS, as well as working knowledge of the formation and administration of the different Government contract types (e.g., cost-reimbursement, time and materials, fixed price, etc.).

Junior Contracting Policy Support Specialist

Functional Responsibility: Develops efficient and effective implementation of both internal and external policy guidance by conducting research, benchmarking with other intelligence agencies, DoD, etc., consultation with contracting personnel and management. Reviews and drafts comments on internal and external policy and procedure documents. Ensures timely notification, dissemination and explanation of new policies and procedures or policy-related issues to the entire contracting work force. Maintains the currency of contracting policies and procedures. Updates Federal Acquisition Regulations (FAR), Defense Federal Acquisition Regulations (DFARS), and MPOAS clauses and provisions in the electronic contracting system (WARDANCE). Reviews and provides comments on Agency-wide and external policy and procedure issuances. Performs administrative functions in support of the policy support function to include but limited to filing, retiring files, mail, etc. Researches and drafts point papers on contractors. Conducts research on various contracting-related topics. Posts information to the Intranet website and arranges for postings on the Internet. Professional Experience: Two (2) years of demonstrated experience working on a primary or senior level staff in the federal government or military. Four (4) years of demonstrated experience in a federal government acquisition discipline within DoD. Four (4) years of combined experience in project management, planning and scheduling, risk analysis/management, process analysis, and basic research gathering. Provide assistance to the program and project managers through the development and implementation of Agency-wide Acquisition Management tools, to include decision-analysis tools, and the making available of existing information within NSA. Professional Experience: One (1) year of demonstrated experience working on a primary or senior level staff in the federal government or military. Two (2) years of demonstrated experience in a federal government acquisition discipline within DoD. Two (2) years of combined demonstrated experience in planning and scheduling, process analysis and basic research gathering. Two (2) years of combined demonstrated experience in singularly creating and editing documents.

Administrative Specialist

Functional Responsibility: Assist in the establishment and maintenance of office procedures including the information tracking system. Assist in the creation of graphics and presentations as needed.. Assisting in the creation,, review, and edit of appropriate documents and assisting in the processingof vistor requests for cleared and uncleared visitors. Provide administrative support in the collection and consolidation of information management documents and providing technical support to the office web pages and spreadheets. Professional Experience: Four (4) years of demonstrated experience in a professional or academic environment. Four (4) years of demonstrated experience in the use of the Microsoft Office products EXCEL, Word, Outlook and PowerPoint. Two (2) years of demonstrated experience as an integral member of a support team plus one (1) year combined experience in any of the following: providing administrative support to an office; creating, reviewing, and editing documents; and working with databases. Strong personal computer and organization skills required, in addition to excellent verbal and written communication abilities.

Corporate Communications Specialist

Functional Responsibility: Provide corporate communications, marketing, and process engineering consultation support to the Program Management Office (PMO). Activities will include communications/marketing strategy development, web page oversight, improvement and documentation of internal governance processes, presentation strategy development, and customer/stakeholder relations. Professional Experience: Three (3) years of demonstrated experience in corporate communications. Outstanding written and oral communications skills, experience with marketing, advertising, and presentation techniques, and excellent problem-solving skills are essential. Prior SIGINT experience; knowledge of corporate resources and Intelligence Community organization, mission, goals, and priorities; and knowledge of and participation in large DoD acquisition programs are highly desirable.
