Facilities Engineering Acquisition Support
RTGX is looking for Acquisition Professionals with PMP and DAWIA certifications. Experience supporting acquisitions oriented around design, build and engineering of facilities for DoD is desired. Knowledge of power space and cooling engineering. Post acquisition metrics, portfolio management, reporting to include Congressional Budget Justifications and other necessary post and pre-acquisiton support is also being sought. Subject matter experts in facilities engineering, power space and cooling and in construction life cycle issues related to DoD facilities are also being sought. |
Program Manager (CORE)
Functional Responsibility: Direct and oversee the planning, execution and performance of all contractor activities associated with the contract. Serve as the primary representative of the Contractor and interface with the Government Program Management Office (PMO) regarding status of all contractor program and technical activities and all problems, issues or conflicts requiring resolution. Organize, direct and coordinate planning and execution of all program and technical support activities.
Provide competent leadership and responsible program direction through successful performance of a variety of detailed, diverse elements of program management. Manage cost, schedule, and performance through the completion of tasks within estimated timeframes and budget constraints. Schedule and assign duties to subordinate contractors and subcontractors as required and ensure assignments are completed as directed. Enforce work standards and review and resolve work discrepancies to ensure compliance with contract requirements. Ultimately responsible for the integrity of all work performed and all deliverables received.
Professional Experience: Ten (10) years of demonstrated experience in the federal government acquisition disciplines, demonstrating progressively more responsible assignments. Five (5) of those years experience shall be directly managing large ($10M a year or more) National Security Agency (NSA), other Intelligence Community or Department of Defense (DoD) sponsored task order contracts with multiple projects and contractor teams. Three (3) years experience in detailed management and oversight of a contractor or government team. Three (3) years experience shall be in conducting requirements analysis, project costing, deliverable tracking, schedule and financial data monitoring and reporting. Two (2) years experience shall be reviewing and analyzing Financial Expenditure Reports. Knowledge in the Federal Acquisition Regulations (FAR), Defense Federal Acquisition Supplement (DFARS), and DoD 5000 series regulations is a plus.
Certification and Training: Defense Acquisition Workforce Improvement Act (DAWIA) Level III certification in program management. Combination of education (master's degree or higher); training (e.g., Project Management Institute (PMI), including Project Management Professional (PMP®) certification; and experience (senior manager UNCLASSIFIED//FOR OFFICIAL USE ONLY UNCLASSIFIED//FOR OFFICIAL USE ONLY Procurement Sensitive Page A-4 of A-23 in industry, GS 15/SES grade in civil service, general officer or flag rank in military service, etc.) may substitute for DAWIA certification.

Certification and Training: A Bachelors Degree in an acquisition related discipline from an accredited college or university is desired, but not required Professional certification in DAWIA (Level III preferred) in any of the acquisition related fields, or equivalent commercial certification (e.g., Project Management Institute (PMI), including Project Management Professional (PMP®) certification; National Contract Management Association, including Certified Professional Contracts Manager (CPCM) certification). In lieu of the Bachelor's degree and certification, DAWIA or otherwise, an additional four (4) years of directly related experience for a total of nineteen (19) years may be substituted.

Senior Engineer Consultant (CORE)
Functional Responsibility: Perform a variety of senior level engineering tasks that are broad in nature and related to management of system design, risk reduction, implementation and integration, including personnel, hardware, software and support facilities and/or equipment. Serve as key engineering person on projects for both customers and the project teams. Provide guidance and support to technical and programmatic requirements derivation. Provide senior technical guidance and leadership of engineering, analysis and development teams. Guide users and team members in formulating requirements, advise on viability of alternative approaches, and conduct and evaluate feasibility studies. Responsible for the integration of requirements, design, risk mitigation and technology of complex systems. Provide guidance and support to ensure seamless incorporation of new plans, designs and systems into ongoing operations. Guide and participate in development of technical documentation associated with results analysis and risk mitigation. Guide implementation of and adherence to Capability Maturity Model integrated (CMMi) best practices.
Professional Experience: Must have demonstrated proficiency in at least five of the seven following areas: At least 16 years combined experience in technical program management/management support, and systems engineering and integration in Major Acquisition Category (ACAT) I programs.
- At least 16 years experience in technical program management and/or system development team leadership.
- Demonstrated understanding of Department of Defense (or appropriate policies and directives) acquisition policy and directives.
- Demonstrated knowledge of the Command, Control, Communications, Computers, Intelligence, Surveillance, and Reconnaissance/Department of Defense Architecture Framework (C4ISR/DoDAF) process and documentation requirements.
- At least 14 years experience in requirements analysis/generation and developing systems architectures.

At least six (6) years of professional experiences in one or more of the following fields: system engineering, physics, mathematics, statistics, econometrics, Artificial Intelligence (AI), Information Technology (IT), modeling and analysis, or computer science. Advanced professional studies in recognized industrial or governmental programs in the above areas may be substituted.

- Five (5) years experience identifying and resolving network communications and system software problems, and supporting users and user applications.
- Experience with external network communications such as NSANET.
- Proficiency with applicable network devices to include repeaters, bridges, routers, gateways, and hubs.
- Design, development, and maintenance of Web pages.

Functional Responsibility: Establish, manage, and execute system administration functions; including understanding of associated communications networks, systems, and software as required.
Professional Experience: Must demonstrate proficiency in the following areas:
- Three (3) years work experience supporting computers running Microsoft Windows NT, maintaining networks, and installing and maintaining software for numerous users or systems via modern communications technology
- Experience identifying and resolving network communications and system software problems, and supporting users and user applications
- Experience in installing, loading, configuring operating system software; troubleshooting; installing the desktop; and installing Windows NT and Microsoft applications.
- Experience with operating system backup and restoration using the provided system tools and third party commercial products.

- Ten (10) years experience developing relational database applications in Oracle, SQL Server or Sybase. Must be proficient in data modeling and data manipulation.
- Eight (8) years experience programming in an object-oriented programming language (Java, C++).

- Six (6) years experience as a technical team leader or as a senior member of a software development team
- Six (6) years experience developing relational database applications in Oracle, SQL Server or Sybase. Must be proficient in data modeling and data manipulation.

Functional Responsibility: Perform complex analysis of Acquisition Programs. Responsible for compilation and reporting of programs and budgets, preparing presentations and other materials to support the NSA and DoD programming and budgeting processes, and preparing program/project and budget information for submission to the Office of the Director, National Intelligence (ODNI), Office of the Secretary of Defense (OSD) and Congress. Prepare tasking requests, point papers, briefing charts, spreadsheets, memos, and other documents within prescribed timelines for review and analysis. Interpret requests for data and facts; acquire, analyze, and prepare presentations of program/project and budget data for use in program/project decision-making. Analyze funding requirements combined with execution history to develop concise descriptions of impacts and alternatives. Assist management with strategic business planning based upon departmental and congressional guidance, internal senior level direction, trends, forecasts and best practices from industry, academia and other governmental agencies, and requirements/needs generated from within.
Professional Experience: Ten (10) years of demonstrated combined experience in federal government acquisition disciplines, budget, finance, accounting, analysis and execution, in progressively more responsible assignments. Five (5) years of demonstrated experience in typical program control functions for DoD acquisition programs. Five (5) years of demonstrated experience working with the DoD Planning Programming Estimating System (PPBE) process. Five (5) years of demonstrated experience in the preparation of reports that reflect programs/project status in areas of cost, schedule and performance. Five (5) years of demonstrated experience in budget planning, budget preparation and budget execution for acquisition programs. Must show experience in presenting program/project information to senior level decisionmakers.
Certification and Training: A Bachelors Degree in a finance related discipline from an accredited college or university. In lieu of a Bachelor's Degree, four (4) years professional experience or professional certification in DAWIA or similar discipline in the program management, acquisition management or finance related fields.

Assist in the preparation of tasking requests, point papers, briefing charts, spreadsheets, memos, and other documents within prescribed timelines for review and analysis. Assist with the interpretation of requests for data and facts; acquire, analyze, and prepare presentations of program and budget data for use in program decision-making. Assist with the analysis of funded requirements combined with the execution history and assist in the analysis and reporting of planned versus actual requirements and funding.
Professional Experience: One (1) year experience in a professional or academic environment. Familiarity with federal government acquisition disciplines, budget, finance, accounting, analysis and execution; the DoD Planning Programming Budget Estimating (PPBE) system; preparing reports that reflect programs/project status in areas of cost, schedule and performance; and budget planning, budget preparation and budget execution for acquisition programs is desired.
One (1) year experience in the use of the Microsoft Office products EXCEL, Word, Outlook and PowerPoint.
Certification and Training: A Bachelor's Degree in finance or related field from an accredited college or university. In lieu of a Bachelor's Degree, four (4) years professional experience or professional certification in DAWIA or similar discipline in the program management, acquisition management or finance related fields.

Senior Operations Research/Systems Analyst
Functional Responsibility: Participate and support at the strategic level of decision analysis to include proposing alternative solutions, selection, recommendation, and implementation of decision analysis support tools. Perform planning, forecasting, resource allocation, performance measurement, scheduling, and analysis of data. Integrate the selection of analysis tools and the results into ongoing operations. Perform statistical analyses, trade studies, and financial analyses.
Professional Experience: Eight (8) years combined experience in the application of theories and principles related to operations research and decision analysis, current decision analysis support tools and able to prepare thorough and comprehensive statistical analysis reports.

Operations Research/Systems Analyst

Configuration Management Assistant
Functional Responsibility: Provide technical and administrative direction and surveillance over the life cycle of both hardware and software configuration items. Provide for the documentation of software and hardware systems, including the maintenance of a software baseline library. Support Configuration Control functions that include maintaining relational databases, circulating Change Proposals, updating documentation, and tracking digital media.
